Since 2011, under the leadership of the Central Rural work leading Group, 58 rural reform pilot areas have been identified in two batches at the working contact meeting of the rural reform pilot area, and experimental exploration has been carried out around the major tasks of rural reform deployed by the central government. Build a new agricultural management system and strengthen the foundation for the development of agricultural modernization. Explore ways for land contractual management rights to withdraw from collection and storage, standardize land transfer management services, give full play to the role of the government and the market, cultivate and support new types of agricultural operators, improve service organizations and innovative service models, and enhance the level of agricultural socialized services; create or activate policies to strengthen agricultural support and protection. We will explore the establishment of a modern financial system in rural areas and solve the problem of financing for agricultural development. Focus on the difficulties of rural financial reform, explore the establishment of a rural financial service system extended to villages, broaden the scope of effective collateral, establish farmers' credit system, innovate mutual financing guarantee mechanism, innovate rural financial products; expand the coverage of agriculture-related insurance to meet the diversified insurance needs of farmers. We will improve systems and mechanisms and promote the integration of urban and rural development. We should construct a planning system and management system for the integration of urban and rural areas and multi-regulation integration, define the functional orientation of urban and rural areas, optimize the layout of urban and rural areas, establish an institutional mechanism to promote the flow of urban public resources to rural areas and the extension of basic public services to rural areas, promote the integration of basic old-age pension and basic medical insurance in urban and rural areas, and promote the integration of urban and rural social undertakings. We will establish a unified household registration and permanent residence management system in urban and rural areas, promote the local citizenization of farmers, and implement the treatment of migrant citizens. We will deepen the reform of the rural collective property rights system and lay the foundation for the equal exchange of urban and rural elements. Explore the methods of defining the members of collective organizations, clearing and verifying the assets of collective assets, clarify the ownership of property rights, promote the quantitative reform of the shares of collective assets, improve the functions and powers of rural collective assets, and innovate the transaction system for the circulation of rural property rights. activate the potential of various factors of production in rural areas. Improve the mechanism of rural governance and enhance the ability of rural social governance. Innovate the management system, strengthen the organizational guarantee of rural social management and service; innovate the cadre selection and evaluation mechanism to stimulate the consciousness and sense of urgency of grass-roots cadres' work; innovate the expression of public opinion and democratic decision-making mechanism to enrich the connotation of villagers' autonomy; explore financial support, the sinking of civil servants and other methods to strengthen the capacity building of grass-roots organizations.

In the next step, the rural reform pilot area will, in accordance with the major arrangements of the central government for comprehensively deepening rural reform, closely integrate the development concept of "innovation, coordination, green, opening up and sharing" put forward by the Fifth Plenary session of the 18th CPC Central Committee, constantly deepen the reform of the agricultural management system and mechanism, serve the agricultural transformation and structural adjustment, constantly explore and improve the agricultural support and protection system, and actively deal with the new normal of economic development.
