The output of major agricultural products such as cotton, oil, meat, poultry eggs, aquatic products, vegetables and fruits ranks first in the world. The per capita net income of rural residents increased from 5919 yuan in 2010 to 9892 yuan in 2014.

These achievements are inseparable from the increase of investment in agriculture, rural areas and farmers. According to statistics, from 2010 to 2014, the national general budget expenditure on agriculture, forestry and water totaled 5.7272 trillion yuan, an average annual growth rate of 14.6%. In 2015, the national budget allocated 1.6953 trillion yuan for agriculture, forestry and water, an increase of 11.4 percent over the previous year.

However, although the amount of financial investment in supporting agriculture at all levels is increasing, there is still a large gap compared with the needs of agricultural development, and the input mechanism of supporting agriculture needs to be improved. The report points out that there are some problems in the existing input for supporting agriculture, such as unreasonable structure, scattered use, and low efficiency, and the problems of agriculture-related subsidy projects are "many points, wide range, and small quantity".

With regard to the fact that agricultural subsidies are too piecemeal, member Li Ye, a member of the standing Committee of the National people's Congress, has deep experience: "at present, there are about 20 kinds of subsidies related to agriculture, some of which only receive more than 10 yuan per household, and the villagers have to cross mountains and mountains to get the money. Ordinary people feel that it is not cost-effective. It is suggested that the way of specific support can be changed appropriately, and there should be more support for collective basic projects. "

"at present, all kinds of funds are managed by multiple departments, so it is difficult to concentrate financial resources to solve outstanding problems, and it is also very easy to repeat the declaration of the same project between different departments." In this regard, the Che Guangtie committee member suggested that it is necessary to further optimize the agricultural input structure and reasonably increase the proportion of agricultural productive input. At the same time, the integration mechanism of funds for supporting agriculture should be further strengthened, and all kinds of funds should be bundled and used centrally around the construction of key projects, so as to effectively improve the efficiency of funds.

As for how to optimize investment, Feng Leping, from farmers' professional cooperatives, believes that funds for supporting agriculture cannot be "sprinkled with sesame salt." in the future, the integration of agriculture-related funds should be tilted to new types of agricultural professional operators, such as leading enterprises, professional cooperatives, and major grain growers, to more focused industries and fields.

In this regard, the inspection team suggested that the investment structure should be further optimized and the total amount of investment should be increased. It is necessary to further promote the integration of agriculture-related funds, ensure that funds are concentrated on key links and areas of agricultural modernization, and focus on supporting agricultural infrastructure construction and agricultural restructuring. New subsidies are tilted to grain and other important agricultural products, new agricultural operators and major grain-producing counties.
