According to the notice, the relevant branches of China Grain Storage, the provincial grain administrative departments and the provincial branches of the Agricultural Development Bank should, in accordance with their respective responsibilities and division of labor, work together to reasonably determine the collection and storage points (including entrusted storage points and leasing social storage points), jointly organize the purchase and storage of national policy grain, and be jointly responsible for the quantity, quality, inventory management and sales of the purchased national policy grain. We will jointly implement the national policy on grain collection and storage. Clear requirements are made for the fixed point link, start-up link, acquisition link, acceptance link, storage and storage link.

The circular stressed that all kinds of violations of laws and regulations should be seriously investigated and dealt with. Local grain administrative departments and price departments shall assume the responsibility of supervision and inspection in accordance with the regulations on the Administration of Grain Circulation, the Price Law and other laws and regulations, as well as the minimum purchase price policy and the national temporary purchase and storage policy, strengthen the supervision and inspection of policy grain purchase activities in storage sites, and promptly discover and seriously investigate and deal with all kinds of violations of laws and regulations. Conscientiously accept and verify and handle public complaints and reported cases, and report typical cases. The Agricultural Development Bank should impose credit sanctions on enterprises that violate the rules of grain payment.
