A few days ago, under the guidance of the Development Research Center of the State Council, the 2015 (third) China Food and Food Security Strategy Summit, jointly sponsored by the Rural Economic Research Department of the Development Research Center of the State Council and the China Economic Annual Society, was held in Beijing. With the theme of "the transformation of the mode of agricultural development and the continuation of the driving force of growth", the summit focused on how to focus on agricultural modernization to promote the transformation of agricultural development mode and power upgrading.

At present, China's economic development has entered a new normal, and agricultural development is also faced with problems such as rapidly rising production costs, generally higher prices of agricultural products than in the international market, enhanced constraints on resources and environment, and increasing difficulties in ensuring the effective supply and quality and safety of agricultural products. To solve these problems, we must speed up the transformation of the mode of agricultural development, from the extensive management that mainly pursues output and depends on resource consumption to pay equal attention to quantity and quality benefits, pay attention to improving competitiveness, pay attention to agricultural scientific and technological innovation, and pay attention to sustainable intensive development. take the road of modern agricultural development with high output efficiency, product safety, resource saving and environment-friendly.

According to the white paper on the quality and safety of China's imported food from 2010 to 2014 issued by China's General Administration of quality Supervision, Inspection and Quarantine, from 2010 to 2014, China detected imported food from 112 countries and regions that did not meet the requirements of China's national food safety standards and laws. 1692 batches in 2010, 1857 batches in 2011, 2499 batches in 2012, 2164 batches in 2013 and 3505 batches in 2014, the total number is not small, but the trend is still increasing. The number of people who failed tests in 2014 was more than double that in 2010.

Li Wei, director of the Development Research Center of the State Council, said there are still many hidden dangers to food quality and safety. The situation of food quality and safety is highly hidden, and the information of producers, operators, consumers and regulators is asymmetric, so it is difficult for the government to implement effective supervision. especially in the face of more than 200 million farmers, more than 400,000 food processing enterprises, more than 3 million food operators. The existing regulatory capacity is seriously inadequate.

Industry experts say that food safety is not only produced, but also regulated by society. It is especially important for China to strictly implement the Food Safety Law recently issued in China, strengthen the management responsibility of the territorial government, strengthen the management force at the grass-roots level, and establish an information platform for quality management that is interconnected and shared.

As an important communication platform in the field of global agricultural policy, this summit aims to jointly explore the situation of China's food security from a global perspective, the transformation of China's agricultural development mode and the continuation of the driving force of growth, China's 13th five-year Plan food and food security strategy, "Belt and Road Initiative" international agricultural cooperation, improving the quality of agricultural products and the level of food safety, strengthening the driving role of agricultural science and technology innovation and other important issues. To provide opinions and suggestions for the government to make scientific decisions and forge social consensus.
