A citizen living in a district near the Technical College of Shihezi Development Zone called the police station of the Vocational College of Shihezi Public Security Bureau: a family in the district raised many dogs, and the dogs barked at night regardless of white strips, which seriously affected the normal life of the residents in the community.

Learning of this situation, the police of the vocational school police station immediately went to investigate and deal with it. However, in the course of investigation, the police of the vocational school police station found two animals that were obviously not dogs among the dogs, and the police could not be sure, so they contacted the Shihezi Forest Public Security Bureau of the eighth Division. After identification, the police of the Forest Public Security Bureau determined that the two unknown animals were female wolves, who were five months old and were kept in a small fence less than one meter high.

According to Liu, the wolf breeder, he bought the two female wolves from Altay four months ago at a price of 4000 yuan each. He wanted to cross the wolf with his own dog, and then breed the puppy, because the price of the wolf dog is higher.

Zhao Ming, director of the Shihezi Forest Public Security Bureau, said that wolves belong to the "national three protected animals" (that is, wild animals that are beneficial or have important economic and scientific research value) and are strictly forbidden to be raised by individuals. If domesticated, you must obtain a "domestication and breeding license". If you want to develop and utilize individuals raised in captivity, you also need to obtain a "business license". However, wolves are high-risk wild animals and are not allowed to be kept by individuals, Zhao said. While Liu is raised in the community, the breeding environment is bad, which is bound to pose a threat to the safety of the residents in the community.

According to the relevant provisions of the Wildlife Protection Law of the people's Republic of China, the eighth Division Shihezi Public Security Bureau imposed corresponding administrative penalties on Liu and confiscated two wolves raised illegally.

At present, two underage female wolves are kept in the Wildlife Rescue Center of Shihezi Forest Public Security Bureau of the eighth Division. Zhao Ming said that because the two wolves are still too young to survive in the wild, the rescue center will raise them until they have the ability to release them, and then release them to an adaptive living environment.

With the help of this case, Zhao Ming wants to remind the general public that domestication of wild animals by any individual or unit without permission is strictly prohibited. Secondly, in densely populated areas, raising high-risk wild animals such as wolves and foxes is strictly prohibited.
