The Plan radiates the whole region through the layout of the Beibu Gulf Industrial Zone and the three major vegetable industrial belts of the Youjiang River Basin, the Hunan-Guangxi Channel and the Xijiang River Basin, so as to improve the yield, area and quality of vegetables in winter and spring in Guangxi. Centering on the origin, the Plan proposes to lay out 22 producing areas for the transportation of vegetables from the south to the north, such as Nanning, Chongzuo, Liuzhou, Guilin, guests, Guigang, etc., and plan the vegetable wholesale market and Tian Tou market on the basis of existing facilities. build cold chain logistics facilities for agricultural products. Around the sales area, in Qinghai, Sichuan, Liaoning, Jilin, Heilongjiang and other 16 provinces and regions of major cities, the layout of the main sales area trade and distribution areas and producer and distributor flow chain. The Plan proposes that by 2025, Guangxi will achieve a number of "decomposition goals": the sown area of vegetables in winter and spring in Guangxi will reach more than 15 million mu, accounting for more than 85% of the sown area of vegetables in Guangxi. The total output of vegetables in winter and spring exceeded 27 million tons, with a total output value of more than 60 billion yuan. The external transfer of vegetables in winter and spring in Guangxi accounts for nearly 30% of the total demand in the three northern regions and the middle and lower reaches of the Yangtze River. The cold chain circulation rate of vegetables in winter and spring has reached more than 50%, the refrigerated transport rate has reached more than 60%, and the product decay rate in circulation has been reduced to less than 10%. There are more than 20 agricultural products processing and circulation enterprises with more than 100 million yuan, and more than 30 enterprises with annual sales exceeding 50 million yuan. A total of 22 producing and distribution centers have been set up in the main producing areas of "transporting vegetables from the south to the north", and 16 special trading and distribution areas have been set up throughout the country. More than 30 wholesale markets for fruit and vegetable agricultural products in Guangxi have been built. The qualified rate of quality and safety inspection of winter and spring vegetables is higher than the national standard, and the commercial treatment rate has been increased to more than 90%. Driven by the comprehensive development of the modern circulation of agricultural products in the "transport of vegetables from the south to the north", the per capita net income of farmers was 20,000 yuan, 1.6 times higher than that in 2014.
