He suggested that we should establish a number of stable grain areas to protect permanent grain fields, improve the mechanism of assessment, evaluation and benefit compensation, fully implement the mechanism of division of labor in central and local grain production, and the mechanism of connecting interests between grain production areas and major marketing areas. we should clarify the tasks of the main selling areas, improve the ability of grain emergency security, and alleviate the grain storage burden of the main producing areas. Increase agricultural investment in major grain-producing counties, improve the management level of major grain-producing counties, and solve the problem of agricultural loans. It is also suggested that during the 13th five-year Plan period, the construction of modern agriculture and the development of urban-rural integration in major grain-producing counties should be promoted to the national level and strategic level.

The 800 major grain counties across the country account for 73.64% of the country's total grain output, and they are the main force of our grain production.
