Agricultural experts talk about the hidden worries of food security behind the "twelve consecutive increases".

At the National High-end Forum on Investment Innovation in Large Grain-producing Counties sponsored by China Well-off Construction Research Association held here, some agricultural experts, including Wang Julu, generally expressed concern about stabilizing grain and increasing income in the future.

"China's grain production has achieved 'twelve consecutive increases', and the results have not been easy. However, we must also guard against the current tendency to ignore grain production and further strengthen the construction of grain production capacity." Chen Mengshan, secretary of the party group of the Chinese Academy of Agricultural Sciences, believes that after China's grain growth has been realized year after year, some localities and departments have appeared the tendency to ignore grain production and reduce agricultural investment. Especially since autumn, the prices of corn and wheat in grain production areas of our country have dropped to varying degrees, which has affected farmers 'enthusiasm and willingness to grow grain next year.

"At present, food prices in the international market have begun to rise. If farmers 'enthusiasm for growing grain drops again, if natural disasters and other factors inhibiting grain growth reappear, it will be very likely to reverse the current good momentum of China's grain production. We should pay close attention to this." Chen Mengshan said.

Duan Yingbi, president of the China Poverty Alleviation Foundation, warned about food security from the perspective of historical lessons. he maintained that china's agricultural production is currently undergoing the third round of structural adjustment since reform and opening up. although the first two structural adjustments have achieved certain results, they have sent a signal to farmers to "depress output," resulting in two grain production reductions.

Data show that in 1985, China carried out the first agricultural restructuring, followed by a situation in which grain output hovered for five consecutive years, resulting in insufficient supply and continuous rise in grain prices. Since 1998, China's grain production has undergone the second structural adjustment, farmers 'willingness to grow grain has declined again, and grain sown area has decreased for six consecutive years. The year 2003 coincided with sustained high temperatures and severe weather disasters throughout the country, resulting in a substantial reduction in grain production throughout the country that year.

Experts attending the meeting believed that we should consolidate the foundation of food security, firmly put the Chinese people's rice bowl in their own hands, and pay special attention to the production capacity and investment construction of China's grain-producing counties.

A survey report released recently by the China Well-off Construction Research Association said that among the 800 major grain-producing counties in China, which account for nearly three-quarters of the country's total grain output, there are more than 100 state-level poverty-stricken counties, with 36 million poor people. Some major grain-producing counties are also economically poor counties and financially small counties. The phenomenon of "grain and wealth inversion" between grain output and county-level financial resources is very obvious.

Experts believe that to stabilize the current grain production capacity, improving the production capacity of large grain-producing counties is the key. However, it is difficult to realize this goal by relying on the self-owned funds and self-accumulation of the big grain-producing counties. We should consider from the innovation of investment system, strengthen the support to the big grain-producing counties, and finally realize the consolidation and improvement of the national grain production capacity.

"Grain is a typical public social product. Market means alone cannot solve the problem of capital investment, but it is far from enough to rely on state investment. Therefore, we should give full play to the role of government and market 'two hands', mobilize the enthusiasm of all parties, accelerate the innovation of relevant mechanisms, and construct the investment and financing system of food security in China in the new period." Han Yijun, director of the Agricultural Trade and Industrial Policy Research Institute of China Rural Policy Research Center, suggested that while increasing financial support to major grain-producing provinces and counties, some enterprises should be actively guided to cooperate with large grain-growing households and family farms through funds, finance and other means to give full play to social forces to participate in grain investment and construction.
