The reporter learned from the Taiyuan municipal government on February 2 that the rules for the implementation of basic old-age insurance for land-expropriated farmers in Taiyuan (for trial implementation) have been agreed and issued by the municipal government. In accordance with the principles of giving priority to land expropriation, giving priority to security, revenue and expenditure, and gradually improving the basic old-age insurance for land-expropriated farmers in Taiyuan, the basic old-age insurance for land-expropriated farmers will be guaranteed immediately, first insured and then levied.

Land-expropriated farmers refer to the unified expropriation of rural collective land by the government, who enjoy the right to contract rural collective land when they are requisitioned and who are over the age of 16. In principle, the number of insured farmers who have been requisitioned is calculated according to the amount of cultivated land requisitioned divided by the average amount of cultivated land occupied by persons over the age of 16 before land expropriation. If the requisitioned land does not involve cultivated land, the number of insured farmers who have been requisitioned may be calculated according to the number of agricultural land requisitioned divided by the per capita amount of agricultural land occupied by persons over the age of 16 before land expropriation.

After land expropriation, the village (neighborhood) committee whose agricultural land is less than 0.4 mu (including 0.4 mu) can be insured as a whole with the approval of the people's government of the city or county (city).

The age of the insured is determined by the date of implementation of the compensation and Resettlement Plan for Land expropriation approved by the municipal government or the whole village (residence) insurance plan approved by the city or county (city) government. The specific insured personnel shall be determined by the village (neighborhood) committee.

The following persons are not included in the scope of basic old-age insurance for land-expropriated farmers: those who have regained their land; those whose government has made appropriate arrangements and participated in the basic old-age insurance for employees of urban enterprises; and those who enjoy land compensation and resettlement subsidies, those whose hukou has moved to other places or settled abroad (territory). Although the hukou is in the village (residence) subject to land expropriation, it has enjoyed the basic old-age insurance benefits for urban enterprise workers or retired from government organs and institutions before land expropriation; the personnel within the scope of protection are serving their sentences.

The basic old-age insurance premium for land-expropriated farmers shall be jointly borne by individual farmers, village collective economic organizations, city, county (city) governments and development zone management committees. The basic endowment insurance premiums of the land-expropriated farmers who are not included in the insurance of the whole village (residence), and the endowment insurance premiums borne by individual farmers and village collective economic organizations shall be uniformly arranged from the resettlement subsidies raised in accordance with the regulations and the land compensation fees for the land-expropriated farmers. If the two fees do not reach the minimum standard of individual payment and village collective subsidy, the difference shall be partially resolved by the municipal, county (city) government and the development zone management committee from the income from the transfer of state-owned land.

Individuals of land-expropriated farmers and village collective economic organizations shall implement a pre-deposit system for paying old-age insurance premiums. The municipal finance shall set up a special deposit account for endowment insurance for land-expropriated farmers. When the land-expropriated peasants reach the pension age, they shall enjoy the pension treatment according to the security standard selected at the time of payment.

The municipal government requires the county (city, district) government and the management committee of the development zone to organize relevant departments and units to conscientiously implement the "compensation and resettlement plan for land expropriation" and do a good job in the participation of land-expropriated farmers.
