The ten-year development plan for the seed industry is expected to be released within this year.

The National Development Plan of Modern crop seed Industry (2011-2020) (hereinafter referred to as "the Plan") compiled by the Ministry of Agriculture has been finally revised. At present, the relevant examination and approval process has been basically completed, and it is expected that it will be formally released to the public within this year.

The Ministry of Agriculture began to draft the "Plan" in 2010, which will be one of the most important documents on the development of China's seed industry in history, according to industry experts. The main purpose of the Ministry of Agriculture in formulating the "Plan" is to further straighten out the scientific research investment and management system, raise the entry threshold for seed enterprises, and guide and promote the market-oriented operation of the seed industry, so as to comprehensively promote the reform of scientific research, production, operation and management of the seed industry, and gradually cultivate and establish a modern seed industry system suited to China's status as a big agricultural country and with an international advanced level.

Before the Ministry of Agriculture launched the "Plan", in April last year, the State Council issued the "opinions on accelerating the Development of Modern crop seed Industry". The Ministry of Agriculture has revised the measures for the license Administration of crop seed production and Operation and the regulations on the naming of Agricultural Plant varieties, and formulated and issued policies to reduce or waive enterprise income tax and enterprise restructuring and reorganization policies. The people's governments of 28 provinces (autonomous regions and municipalities) across the country have formulated and issued policies and supporting measures to implement the opinions of the State Council on the development of the seed industry, so as to strengthen the development of modern seed industry in all provinces.

While formulating the policy, the Ministry of Agriculture signed a Memorandum on strengthening the Construction and Management of the Southern Propagation Base with the people's Government of Hainan Province on May 3 this year, and the ministries and provinces jointly strengthened the management of the Southern Propagation Base. On May 17, the Memorandum of Strategic Cooperation on jointly Building Modern seed Industry was signed with the Beijing Municipal people's Government, adopting the "1-8" model to build a platform for cooperation between science and enterprises, and guiding the Institute of crops of the Chinese Academy of Agricultural Sciences to cooperate with eight key enterprises, including Denong in Beijing and Tunyu in Shanxi, to jointly promote the construction of a "seed capital" in Beijing.

According to people familiar with the matter, after the launch of the "Plan", the Ministry of Agriculture will gradually introduce other supporting measures to promote the development of China's modern crop seed industry.
