From the perspective of external factors, there is a large gap in the competitiveness and price level of grain between China and foreign powers, and the entry of a large number of imported low-priced grain has a great impact on China's grain market. As we all know, grain consumption is generally inflexible. When the scale of grain import is too large, domestic grain production is bound to shrink. In fact, international food prices have been hovering at a low level in recent years, which makes some countries want to expand their market share in China through a variety of means, so they need to guard against its impact on food security.

From the perspective of internal factors, the lack of successors in the grain production team needs to be prepared in advance. As early as five years ago, an agency conducted a sample survey on 10 provinces and cities across the country, and the results are worrying: the average age of farmers who are really engaged in grain production is already 57. This situation has not changed so far. On the one hand, few young people are willing to go back to rural areas for farming, and it is difficult for agricultural production to supplement the new labor force; on the other hand, it also means that the main body of grain production has a low level of education, which leads to lower production efficiency.

Secondly, the "twelve consecutive increases" of grain in China have also paid a high cost, including the extensive use of chemical fertilizers and pesticides, resulting in the degradation of agricultural land in a large area and the "red light" of soil and water resources. As a matter of top priority, China's grain production should change from pursuing the improvement of quantity to paying more attention to the improvement of quality, safety and quality, so as to realize the green transformation of grain production.

To meet the above challenges, efforts must be made to improve the mode of agricultural production and operation. From the point of view of perfecting the organizational form of agricultural production, it is necessary to adhere to the family farm as the basis, appropriately introduce urban capital, and promote the mode of production and management such as "company + peasant household"; from the point of view of adjusting the industrial structure, we should start with extending the agricultural industrial chain, increase the proportion of deep processing of agricultural products, and alleviate the financial difficulties of many major grain-producing counties. From the perspective of improving the rural land management system, it is necessary to speed up the elimination of the disadvantages of different rights in the same land transaction, promote the solution of deep-seated problems such as contracted land, rural collective management land, and residential land transfer, and further release the vitality of agricultural development.

It should be pointed out that we have about 20% of the world's population, but only about 9% of the world's arable land. This national situation determines the national food security strategy of "giving priority to us, having a foothold at home, ensuring production capacity, moderate import and scientific and technological support" under the new situation. In other words, we Chinese rice bowls should be firmly in our hands at all times, and Chinese rice bowls should be mainly filled with Chinese food.

In the long run, the fundamental measure to ensure national food security lies in the improvement of potential production capacity. In the future, we should build a new agricultural management system and cultivate a new generation of farmers on the basis of adhering to the red line of cultivated land and speeding up agricultural scientific and technological innovation. Only in this way can we really achieve "not panicking when we have food in our hands."
