The Water Conservancy Department restarted the Shuangxi Reservoir development plan. Legislator Huang Guochang questioned the geology and safety of the dam site at the Economic Committee of the Legislative Yuan on December 28. In response to the request of the question, on the morning of February 13, the Water Conservancy Department invited the Xinbei city government, experts and scholars, and local people of Shuangxi to hold a discussion on geology and safety.

Since the Water Conservancy Department restarted the Shuangxi Reservoir project, the opposition camp has responded to the construction of a reservoir in Dinglan Keng on the grounds that the soft soil and rock at the dam site has repeatedly collapsed, that there were many remains of unregistered coal mining pits in the past, and that the qu Chi fault has passed through it; while the magnitude 6.4 earthquake just occurred in Hualien on February 6, the fault activity at the dam site has once again become a topic of concern.
