In 2017, the Fisheries Department introduced three fisheries laws such as the Offshore Fisheries Ordinance, hoping to make the European Union nod and agree to withdraw the yellow card by improving the relatively stringent offshore fisheries management policy and increasing fines, but in the course of the EU's return visit, is questioned whether the implementation of law enforcement.

In fact, Taiwan's strong fishing team, which is said to be strong and excellent, is based on the number of fleets, advanced equipment, impulse, more ships and more catches. In the era when fishery resources were rich, this was an obvious logic. Built boats, made money, and then built more ships, not to mention the strong support of the government at that time, and the growth of the number of ships doubled. It has become the largest and most vulnerable hand behind the global offshore fishing industry.

Coastal fishery should also be managed, and fishermen should have the concept of sustainability.

Finally, there is "threat". The government should follow international trends, scientific evidence and local culture. And other multiple factors to formulate laws and regulations and implement laws and regulations, requiring operators to actually abide by them, so as not to be reduced to slogans. Similarly, the policy formulation process should, as mentioned above, involve the views of various factions, experts from all sides, and even all stakeholders, so as to avoid working behind closed doors and allowing policies to become the backing of stakeholders, rather than becoming an issue of mutual harm.

As Taiwan is a major maritime country, ships and regiments are not only along Taiwan's coastal waters, but also explore three oceans. If they do not practice one and a half more tricks, how can they compete with other people?.
