Tongliao seed quality Inspection Center passed the review.

The qualification Evaluation Group of crop seed quality Inspection institutions of the Department of Agriculture and Animal Husbandry of Inner Mongolia Autonomous region conducted an on-site evaluation of Tongliao crop seed quality Inspection Center on the basis of document review on December 14-15, 2015.

Tongliao crop seed quality Inspection Center was established in October 2010 through the examination of the Ministry of Agriculture, authorized to engage in routine testing of crop seed samples, cleanliness, moisture, germination rate, purity and other items. It undertakes the task of market supervision and spot check and entrusted inspection by other departments (individuals) assigned by the Agriculture and Animal Husbandry Department of the Autonomous region and the Municipal Agriculture and Animal Husbandry Bureau.

According to the document requirements of "notice on document examination and on-site Evaluation of five seed Inspection institutions in Tongliao City, including crop seed quality Inspection Center" (Inner Agriculture and Animal Husbandry planting [2015] No. 326), according to the relevant provisions such as the examination criteria of crop seed quality Inspection institutions, the organization qualification of Tongliao crop seed quality Inspection Center was assessed, and on-site evaluation was carried out on the basis of document review. The evaluation team conducted an on-site compliance audit of the technical capabilities of the inspection institutions, instruments and equipment and the operation of the management system by means of listening, seeing, checking and asking. Focus on verifying whether the description of the application materials is consistent with the actual implementation, consulting personnel files, instrument and equipment files, sample management files, inspection reports, quality management system operation records, etc., and observing the whole process from the receipt, transmission and detection of inspection samples to the formation of inspection reports.

The examination team believes that the qualification ability of the inspection organization of Tongliao crop quality Inspection Center is in line with the relevant regulations, the layout of the inspection room is reasonable, and the internal audit and management evaluation system is sound. Over the past five years of operation, it has actively participated in seed law enforcement activities and special actions to crack down on the production and sale of fake and shoddy seeds, and successfully completed various inspection tasks assigned by autonomous regions and cities. Remarkable results have been achieved in seed quality supervision and random inspection, entrusted inspection, technical consultation, and the construction of inspection teams. The conclusion of the review is "basically consistent".

It is suggested to further strengthen the understanding and study of the standards and management system documents. We will also step up efforts to rectify the non-conformities pointed out by the evaluation team so as to improve the professional quality of the inspectors.
