New achievements were made in the reform and innovation of the subsidy policy for the purchase of agricultural machinery. The Ministry of Agriculture and the Ministry of Finance issued the guidance for the implementation of subsidies for the purchase of agricultural machinery from 2015 to 2017, which has been greatly adjusted to improve the directivity, accuracy and universality of the policy. We will further reduce the scope of subsidized machines and tools, focus on subsidizing machines and tools needed in key links in the production of grain, cotton, oil and sugar crops, select key and weak links to carry out open subsidies, and decouple the qualification of subsidized machines from the catalogue of support and promotion. We will implement "apply for subsidies after purchasing machines first" and "one-stop" services, and increase penalties for illegal enterprises. Through policy innovation and streamlining administration and delegating powers, farmers' enthusiasm for purchasing machines has been further mobilized and the vitality of the agricultural machinery market has been stimulated.

The whole mechanization promotion operation was launched in an all-round way. The Ministry of Agriculture has deployed and carried out a whole-process mechanization campaign for the production of major crops, focusing on the mechanization of major crops, major production areas, and major production links, with the goal of continuous demonstration and raising the level. speed up the popularization and application of mature whole-process mechanized production technologies for major food crops; with the goal of breaking through bottlenecks and model exploration, demonstrate and popularize the whole-process mechanized production technologies for cash crops such as cotton oil and sugar. A total of 84 major crop production mechanization demonstration project counties have been built throughout the country to explore and demonstrate the integration of varieties, cultivation, machinery and processing technologies. We will promote the diversification of agricultural machinery cooperatives, the marketization of service methods, the serialization of support policies, and the standardization of operation and management. there are more than 50,000 agricultural machinery cooperatives nationwide, increasingly becoming the main force in the socialized service of agricultural machinery.

The application range of yield-increasing and efficiency-increasing agricultural mechanization technology such as deep loosening and soil preparation has been significantly expanded. In 2015, 12 main promotion technologies of agricultural mechanization were formulated and released, agricultural mechanization education and training activities were implemented, and about 4 million practical talents of all kinds of agricultural mechanization were trained. We strengthened the organization and scheduling of agricultural machinery operations and the supervision and management of production safety during important agricultural seasons, and widely implemented the "through-train" double-entry operation mode, which significantly improved the operation efficiency and quality. The mechanization rate of rice planting exceeded 40%, the yield of wheat machinery in "three summers" exceeded 92 percent, and the yield of corn machinery in "three autumn" reached 63 percent, an increase of 5 percentage points over the same period last year. We will conscientiously implement the goal of land preparation for deep loosening of agricultural machinery as set out in the "Government work report", actively strive for financial support, make good use of subsidy funds for the purchase of agricultural machinery, and expand the pilot areas for subsidies for land preparation of agricultural machinery. In suitable areas, subsoiling machines will be listed as open subsidy models.

During the 13th five-year Plan period, the development of agricultural mechanization will adhere to the goal-oriented and problem-oriented, around strengthening the development concept of innovation, coordination, green, openness and sharing, we will promote the transformation and upgrading of agricultural machinery equipment and service organizations from quantity growth to equal emphasis on quality and efficiency. We will strive to achieve a comprehensive mechanization of crop cultivation and harvest of more than 68 percent in 2020, of which more than 80 percent of grain crops will be mechanized. More than 500 demonstration counties will be built nationwide to achieve full mechanization of major crop production, and provinces with favorable conditions will take the lead in basically realizing agricultural mechanization.
