The document clearly puts forward: "innovate the circulation mode of agricultural products, support e-commerce, logistics, commerce, finance and other enterprises to participate in the construction of agriculture-related e-commerce platform, and carry out a comprehensive demonstration of e-commerce into rural areas."
On May 8, 2015, the State Council issued the "eight articles on E-commerce". The central finance plans to allocate 2 billion yuan of special funds for the construction of rural e-commerce infrastructure to strengthen the integrated development of the Internet and agriculture.
On August 21, 2015, in order to implement the decisions and arrangements of the Central Committee and the State Council, improve the modern rural market system, promote the modernization of rural circulation, improve the efficiency of rural circulation, and release the potential of rural consumption, the Ministry of Commerce and other 19 departments jointly formulated the "opinions on speeding up the Development of Rural E-commerce", which is also the first document to comprehensively deploy the development of rural e-commerce.
This series of events has given birth to many opportunities related to agriculture. In fact, the attempt to combine the Internet with agriculture has begun since 2014, driven by departments such as the Ministry of Commerce.
At the end of October 2014, Ali launched the "Thousand Counties and villages" project, launched rural online trading platform-rural Taobao, and said it would invest 10 billion yuan in the construction of 1000 county-level operation centers and 100000 village Amoy service stations in the next three to five years.
In 2015, JD.com launched the "county-level service center" and regarded it as a lever to pry up a new market; on August 15, 2015, JD.com Agricultural material Channel was officially launched, in addition to operating household appliances, daily department stores, digital and other products, sell pesticides, agricultural tools, chemical fertilizers and other agricultural products, becoming the first comprehensive e-commerce of self-operated agricultural products in China.
In March 2015, Lenovo Holdings invested tens of millions of dollars in Yun Farm in Jiaxiang County, Jining. Compared with Lenovo Holdings's previous investment projects, Cloud Farm's business has completely sunk to rural areas, including rural e-commerce, rural logistics, agricultural technology services and rural finance. It also covers rural areas in more than a dozen provinces, including Shandong, Jiangsu and Henan, with more than 200 county-level service centers and more than 16000 village-level stations.
At present, "Internet + Agriculture" has gone deep into all aspects of the agricultural industry chain, such as production, processing, sales, and so on. Although the emerging Internet seems to be a long way from traditional agriculture, it unleashes great potential. There are more than 3000 agriculture-related websites in China, and there are hundreds of Taobao villages in Hebei, Zhejiang, Jiangsu, Shandong and other places, driving entrepreneurial groups on a large scale.
It can be said that "Internet + agriculture" has become a revolutionary industrial model innovation. Under the comprehensive promotion of the Internet, the most traditional agriculture will also coruscate a strong vitality, in the case of the overall economic slowdown, will become a new economic growth point. In such an environment, it is very necessary to create a book with the theme of "Internet + Agriculture" to provide guidance for agricultural entrepreneurs, investors and researchers.
